Sevier County Circuit Court Clerk

The Circuit Court Clerk in Sevierville is the primary keeper of felony criminal records and civil court filings for Sevier County. Sevier County is part of the 4th Judicial District. The clerk's office sits inside the Sevier County Courthouse on Court Avenue in Sevierville.

In-person searches are available Monday through Friday, typically 8:00 a.m. to 4:30 p.m. You do not need an appointment. Bring a valid photo ID and the full legal name of the person you are searching. Staff will help you look up case numbers, dockets, and court dispositions. Viewing records at the counter is free. Paper copies cost a small per-page fee, which the clerk can quote when you arrive.

Mail requests are accepted. Write out the name, date of birth if you have it, and what type of record you need. Include a self-addressed stamped envelope and payment for copy fees. Allow one to two weeks for a response. Call (865) 453-4668 to confirm current fees before mailing. The clerk cannot conduct background checks by phone, but staff can answer basic questions about the process.

Sevier County court records are also searchable through the Tennessee Administrative Office of the Courts free online portal. That system covers both Circuit and General Sessions cases. You can search by name and see case numbers, charge descriptions, dispositions, and hearing dates. The online portal does not include sealed cases or juvenile records.

General Sessions Court

General Sessions Court in Sevier County handles misdemeanor cases, DUI charges, traffic violations, and preliminary hearings for felony matters. Records from this court are public. You can request them at the General Sessions clerk window in the Sevierville courthouse. Many of these records also appear in the statewide AOC online search.

Sevier County sees a high volume of General Sessions cases given its large year-round population. If a misdemeanor case from this court was appealed to Circuit Court, the full record will be split between the two offices. The General Sessions clerk holds the original filing, and the Circuit Court Clerk holds anything filed after the appeal was taken.

Warrant information is available at the clerk's office. If a warrant has been issued and served, it is public. Active unserved warrants may not always appear in online searches, so asking in person gives you the most current information.

Sevier County Sheriff's Office

The Sevier County Sheriff's Office provides law enforcement countywide and operates the county detention center. Arrest records are public under Tennessee law. You can contact the Sheriff's Office at (865) 453-4668 to ask about jail bookings, recent arrests, or whether someone is currently in custody.

Booking records show the arrested person's name, date of arrest, and the charges listed at the time of booking. These are not the same as convictions. Charges can be dropped or changed before a case ever reaches a verdict. Check with the Circuit or General Sessions clerk to see how a case resolved. The Sheriff does not issue background check reports for employment or licensing purposes.

The Sheriff's Office also handles civil process service. If you need to confirm that a civil subpoena or warrant was served in Sevier County, that information can be obtained from the Sheriff or from the relevant court clerk. Deputies can confirm basic service records on request.

Statewide Background Checks Through TBI

The Tennessee Bureau of Investigation runs the TORIS system for statewide background checks. A name-based criminal history search covering all Tennessee counties, including Sevier, costs $29. Submit requests at tbibackgrounds.tbi.tn.gov/Toris/. Results typically return in a few business days and include felony and misdemeanor conviction records on file with the state.

Details about all background check types, fees, and eligibility are at tn.gov/tbi/divisions/cjis-division/background-checks.html. Fingerprint-based checks are also available through TBI for positions that require them. Those searches pull federal FBI records in addition to the state database, making them the most comprehensive option available.

The TBI also maintains the Tennessee Sex Offender Registry, which is free to search online. That database is separate from the TORIS background check system and can be searched without paying a fee.

Public Records Access Under T.C.A. § 10-7-503

Tennessee's Public Records Act at T.C.A. § 10-7-503 gives any person the right to inspect public government records. Court filings and arrest logs held by Sevier County offices are public records under this law. Agencies must respond to requests promptly, within seven business days as a rule.

Exempt records include juvenile court files, sealed cases, active investigation documents, and some personnel and medical records. If a clerk denies your request, they are required to state the reason. The Tennessee Office of Open Records Counsel provides free assistance to people who need help filing a request or who believe a denial was improper.

Expungement Under T.C.A. § 40-32-101

People with certain criminal records in Sevier County may be able to have them removed from public access through expungement. Tennessee's expungement statute is T.C.A. § 40-32-101. Dismissed charges and acquittals are eligible. Some low-level convictions qualify after a waiting period. Violent crimes, sex offenses, and DUIs generally do not.

To file for expungement in Sevier County, submit a petition to the Circuit Court Clerk in Sevierville. A filing fee is required. The judge reviews the petition and may hold a hearing. If granted, the court notifies the TBI and all relevant agencies to remove the record. An attorney can help you check eligibility and prepare the paperwork. Legal aid may be available if you cannot afford private counsel.

Felony Offender Information Lookup (FOIL)

Tennessee's FOIL tool lets you search for felony convictions at no cost. Find it at apps.tn.gov/foil-app/search.jsp. The database covers felony convictions from all Tennessee counties. You can search by name and see the offense, sentencing date, and supervision status. Misdemeanor records and arrests without convictions are not in this system.

FOIL is useful for a quick, free felony check. For a full background check with misdemeanor history, use the TBI TORIS system. The two tools together give you broad coverage of criminal records in Sevier County and statewide.
