Kingsport Police Department Records

The Kingsport Police Department (KPD) keeps records of all arrests and incidents handled by city officers. Police records differ from court records. An arrest record shows that someone was taken into custody by Kingsport police. It does not show what the court did with the case later. To get a full background check picture, you may need both police records and court records from Blountville.

KPD records cover only arrests and incidents handled by Kingsport city officers. Arrests made by the Sullivan County Sheriff or other agencies are not in KPD files. Police records can show recent activity that may not yet appear in the court database. This makes them useful for checks focused on very recent incidents.

Statewide Background Checks Through TBI

The Tennessee Bureau of Investigation (TBI) maintains the state's official criminal history database. The TORIS system covers records from all 95 Tennessee counties, including Sullivan County. A TBI check will show records from Kingsport cases as well as any other county in Tennessee where the person may have a record.

The cost is $29 per search. You submit the request and pay through the online TORIS portal. Most results come back within minutes. TBI checks pull from the statewide criminal history repository. Because some local records may not be reported to TBI, it is a good idea to also check directly with the Sullivan County Circuit Court Clerk for Kingsport-specific records.

Start a TBI check at tbibackgrounds.tbi.tn.gov. More details are at the TBI background checks page.

Public Records Access in Kingsport

Under T.C.A. § 10-7-503, Tennessee law gives everyone the right to inspect and copy government records. Criminal court records for Kingsport cases are public records. This law applies to the Sullivan County Circuit Court Clerk, the Kingsport Police Department, and other agencies that hold government records.

Looking at records in person is generally free. Agencies charge fees for copies. Tennessee law requires agencies to respond to public records requests promptly. If a request is denied, the agency must give a written reason and cite the legal basis for the denial.

Some records are not open to the public. Expunged cases are removed from public access. Juvenile records are sealed. Active investigation records may be withheld temporarily. If you are not sure whether a specific Kingsport record is available, call the holding agency first before submitting a formal request.

Expungement in Kingsport

Tennessee law at T.C.A. § 40-32-101 allows certain criminal records to be expunged. Once a Kingsport case is expunged, it is removed from public access. It will not show up in standard court searches or background checks. The TBI also removes expunged records from its statewide database once the court sends proper notice.

Cases that may qualify include dismissed charges, not guilty verdicts, and some eligible low-level convictions. Serious felony offenses and violent crimes are generally not eligible. To pursue expungement for a Kingsport case, you file the petition with the Sullivan County Circuit Court Clerk in Blountville. A filing fee is usually required unless the court grants a waiver.

After expungement is granted, verify with the Sullivan County clerk and the TBI that the record has been removed from their systems. If a background check still shows the expunged case, contact those agencies to correct the error. A Tennessee attorney can help if you run into trouble getting the record cleared.

Felony Offender Information Lookup (FOIL)

Tennessee's Felony Offender Information Lookup (FOIL) is a free database for checking felony convictions tied to the state corrections system. You do not need to pay anything to use it. FOIL shows people convicted of felonies who went through Tennessee state corrections. It does not cover misdemeanor records or dismissed charges.

FOIL is a fast way to check for a basic felony record. For a more thorough Kingsport background check, you should also search the Sullivan County court records in Blountville and consider a TBI statewide check through TORIS.

Access FOIL for free at apps.tn.gov/foil-app/search.jsp. Search by name to see felony conviction information, conviction county, and supervision status where applicable.
