Madison County Court System

Jackson is the county seat of Madison County, so the county courthouse is located in the city itself. Criminal cases for Jackson residents go through the Madison County Circuit Court and the Madison County Criminal Court. Both are located in Jackson. The General Sessions Court handles lower-level offenses and preliminary hearings.

Court records from Madison County are searchable through the Tennessee Administrative Office of the Courts case lookup system. That free online tool lets you search by name or case number. It covers Circuit Court, Criminal Court, and General Sessions. Cases going back several years are usually available, though older records may not all be digitized.

Because Jackson is the county seat, the courts are easy to access. You do not need to travel to a separate town to pull records. For full details on the courthouse, clerk contact information, and search tools, visit the Madison County background check page.

Madison County Circuit Court Clerk

The Madison County Circuit Court Clerk manages court records and handles copy requests for criminal and civil cases filed in Madison County. The clerk's office is in the courthouse in downtown Jackson.

  • Address: 100 E. Main Street, Jackson, TN 38301
  • Phone: (731) 423-6022
  • Hours: Monday through Friday, 8:00 a.m. to 4:30 p.m.

You can request certified copies in person or by mail. Fees are set by state statute. Expect to pay around $1 to $2 per page for photocopies plus a certification fee. If you know the case number, bring it with you -- it speeds up the request considerably. For mail requests, include a self-addressed stamped envelope and a check or money order for the copy fee.

The clerk can also tell you whether a case is sealed or if any documents are restricted. Not all parts of a file are public. Victim information, mental health records in court files, and juvenile matters are protected under state law.

Jackson Police Department Records

The Jackson Police Department maintains arrest records, incident reports, and local offense data for crimes handled within city limits. A police records check from JPD covers local activity that may not yet appear in the courts if a case is still pending or if no charges were filed.

  • Address: 222 E. Chester Street, Jackson, TN 38301
  • Phone: (731) 425-8400
  • Records Division: (731) 425-8430

Incident reports are available through a public records request under T.C.A. § 10-7-503. Some reports are available online through the JPD website. Others need a written request. Active investigations and juvenile files are not public. Most requests are processed within a few business days.

Note that a Jackson PD records check only covers city incidents. Crimes handled by the Madison County Sheriff or other agencies will not appear. Combine it with a statewide TBI check for a more complete picture.

Statewide Background Checks Through TBI

The Tennessee Bureau of Investigation offers the most comprehensive criminal background check available for Tennessee residents. The TBI TORIS system covers criminal history from all 95 counties and costs $29 per search.

Visit the TBI TORIS portal to submit a request. You need the subject's full legal name and date of birth. Results typically come back within minutes. The report shows convictions, pending charges, and other criminal history maintained in the state database.

The $29 fee covers a name-based search. For fingerprint-based searches -- which are more reliable and required for many jobs and licenses -- the process is different. Fingerprint checks go through an authorized provider and are submitted electronically to TBI and the FBI.

The TBI also provides a free Sex Offender Registry search. You can look up any registered offender in Tennessee by name or by address. For the full breakdown of what TBI checks cover, see the TBI background checks page.

Public Records Access in Jackson

Tennessee's public records law at T.C.A. § 10-7-503 gives the public the right to view and copy government records. This includes court filings, arrest logs, and most documents held by city and county agencies in Jackson and Madison County.

The law applies to state, county, and city agencies. Both the Jackson Police Department and the Madison County courts are subject to it. Agencies must make records available during normal business hours. They can charge a reasonable fee for copies but cannot charge to simply inspect records.

Some records are exempt. Active criminal investigations, juvenile records, and certain personnel files are protected. If your request is denied, the agency must give you a written reason citing the specific legal exemption. You have the right to appeal to the Office of Open Records Counsel at no cost.

Expungement in Madison County

Tennessee law allows some people to have criminal records removed from public access. If charges were dismissed or you completed a sentence for a qualifying offense, you may be able to petition for expungement in Madison County.

The statute governing expungement is T.C.A. § 40-32-101. Dismissed charges and acquittals can often be expunged for free. Conviction expungements require a $450 filing fee and are only available for certain offenses. Violent felonies, sex offenses, and DUI convictions are not eligible.

To start the process, file a petition with the Madison County Circuit Court Clerk. The court reviews eligibility and may hold a hearing. If approved, records at TBI and other agencies are updated. Legal Aid of West Tennessee serves the Jackson area and may help low-income applicants at no charge.

Felony Offender Information Lookup

Tennessee's free FOIL database lets you search for people currently incarcerated in state prison or under active supervision like parole or probation. It is run by the Tennessee Department of Correction.

Use the FOIL search tool to look up an individual by name. The results show the offense, sentence length, and current supervision status. This is a good first step if you need to check whether someone has an active felony record in Tennessee.

FOIL does not show people who have finished their sentences or those sentenced to county jail time only. For those cases, you need the TBI check or a direct court records search through the Madison County clerk.
